Objective:
The Consultant’s objective was to prepare a comprehensive
Feasibility study to determine the PIP developed from a long-term investment strategy, and evaluate its benefits, including assessing its environmental and social feasibility. The PIP estimated cost amounts to about KZT 4,16 billion to be co-financed from the EBRD loan of KZT 2.4 billion, the Government of Kazakhstan grand of KZT 1.6 billion and from the Oblast Akimat budget of KZT 160 million.
Main activities:
› Assess technical and financial feasibility of the proposed investments including whether it is the most effective least cost investment program;
› Financial analysis of the Company and financial projections for a period of 13 years (from 2015 to 2027);
› Determine an efficient implementation strategy for the PIP;
› Calculate the Bank’s standard measuring indicators and SRI impact indicators;
› Environmental and Social Assessment (E&S Due Diligence – ESDD) of the proposed project to identify its environmental and social risks, impacts and benefits and to structure the Project to comply with the Bank’s Environmental and Social Policy (“ESP”) and Procurement Policies and Rules (“PRs”);
› Assessment for potential private sector participation;
› Assessment of potential impacts of climate change on the project in order to build in resilience to climate change related risks;
› Assessment of resource efficiency opportunities (including energy and water efficiency and waste minimization potential and the impact on GHG emissions) on the project.
