Provided services description:
Objective:
The overall Project objective is to identify and analyze the most cost-effective and technically appropriate investment options in water supply and sewerage sector, based on which the Bank will appraise the Project and decide on its bankability.
Services within the FS include:
› Baseline Study: review the current situation regarding water supply and wastewater services, including:
› (i) socio-economic data; (ii) organizational and institutional review; (iii) tariff setting and subsidy payment policy; affordability, (iv) technical survey of the existing facilities and structures; (v) a flow measuring program to determine the volume of sewage to be used for the design of the WWTP; (vi) a sampling program and a laboratory analysis of drinking water and sewage; (vii)
› Investment Planning, including: (i) Identification of investment needs, (ii) presentation and justification of the priority Investment Program (PIP); (iii) assessment of the technical and financial feasibility of the proposed investments; (iii); estimating the cost of the proposed PIP; (iv) determination of an efficient implementation strategy for the PIP including preparation of a preliminary Procurement Plan;
› Financial Analysis, including: (i) Preparation of a loan repayment schedule; (ii) calculation of the ability of the company to repay borrowed funds at the expense of economic and financial activities and the need for subsidies from the Government; (iii) affordability analysis regarding the expected growth of tariffs resulting from the required investment;
› Environmental and social assessment (ESA), including: (i) Environmental and Social Audit; (ii) beneficiary survey; (ii) assessment of potential environmental and social risks; (iii) Environmental and Social Audit; (iv) assessment of positive and negative impacts resulting from the implementation of the PIP and (iv) prepare Environmental and Social Management Plan (ESMP).
